James L. Capra, DEA Chief of Operations, Testifies Before Congress

Capra, Drug Enforcement Administration (DEA) Chief of Operations, and his testimony before the Senate where he outlines the role of the DEA during a testimony about legalization of marijuana. Capra said there were eight factors in prosecuting cases related to marijuana. Since it is a Schedule I Controlled Substance, they are still enforcing the law. He was emotional as he told the Senators that “going down the path to legalization in this country is reckless and irresponsible.” He said there were more marijuana dispensaries in Denver than there were Starbucks, and that legalization should not be thought of as a good thing.

He also stated that federal drug agents aren’t interested in ‘Billy who is using his bong in the basement,’ but the drug traffickers that are dealing drugs on a global scale. It is also safe to say the DEA is also interested in those who try to smuggle illegal drugs into the country through the borders.
